Engineering Project Controller
Description
Develops and drives processes to predict, forecast, and control time and cost outcomes of high profile projects and the overall project portfolio.

Standards and Specifications - Assist in the development, upkeep, and implementation of project execution process and project controls standards.

Metrics - Create/Track overall metrics for the Project Group (resource load, productivity, backlog, start-up performance, budget performance, etc.). For complex/high profile projects, track project specific metrics and communicate out (Project status, deviations, critical issues, cost reports, etc.) to stakeholders.

Schedules - Maintains the overall master schedule and backlog for the project portfolio. Assists in the development of individual project schedules to ensure consistency, accuracy, and coordination between projects. Analyzes and monitors project schedule performance. Analyzes resource requirements and identifies constraints.

Budgets - As requested on high profile and/or high complexity projects, assists with project budgeting. Includes: assist in the development and maintenance of project budgets, aid in the development of risk-based contingencies, works to validate budget estimates against previous project work and external benchmarks, and assists with budget monitoring and

forecasting.

Resource Forecasting - Develops and maintains reports on internal and external resource loading. Identifies constraints, monitors project changes resulting in new constraints, and facilitates constraint resolution. Coordinates with Project Managers and other planning groups.

Document Controls - Ensures and assists with consistent documentation on projects. Ensures project documentation is properly managed and archived.

Contracting - Works with the project manager and procurement to plan and execute project contracting strategy (e.g. competitive bidding, etc.). Monitor and Analyze Contractor performance. Coordinate with contractors on contractor safety and qualification requirements both pre-bid and during the execution of the project.

Capital Procurement - Assist in development and review of Request for Proposals (RFPs) for Contractors/Vendors. Review and analyze contractor proposals comparing rates to industry data and providing input to contractor selection. Facilitate bid comparisons on assigned projects. Ensures competitive bidding requirements are satisfied.
Qualifications
- 2 Year Associates or 4 Year B.S. Degree Preferred.
- 5+ years in direct experience in a project controls related field and/or 5+ years¿ experience in a technical/project management related function.
- Oracle Projects, Microsoft Project, MS Office,Technical Systems,Construction Activities, and Coordination.
