Job Title: Tax Auditor/Vacation Rental enforcement
Department: Finance
Classification: Exempt
Position Summary: works on compliance for sales and lodging taxes with focus on internet based Vacation rental platforms. Conduct audits of city sales tax, lodging tax, use tax, real estate transfer tax, and business licenses to ensure compliance with city ordinances.
Supervision Exercised and Received: Position works under the general direction of the Director of Finance.
Essential Job Functions:
Use Tax
- Schedules and conducts audits of final reconciliation returns for use tax. Communicates audit process to taxpayer and/or contractor. Gathers and evaluates sufficient records to provide an adequate basis for determining the accuracy of the tax returns filed to verify payments and request for funds. Prepares correspondence regarding audit scheduling, documentation, payment agreements, and follow up. Communicates audit results to taxpayer or taxpayer representatives both orally and in writing. Monitors use tax deposits and reconciles use tax database to the General Ledger.
Sales Tax
- Schedules and conducts audits of local and certain identified out of area taxpayers. Audits returns, books, accounts, and records of private businesses to determine sales/lodging/use taxes and prepares summary reports of findings. Prepares correspondence regarding audit scheduling, documentation, assessments, payment agreements, and follow-up. Reviews returns, including supporting documentation, to verify payments and requests for refunds. Reviews delinquent accounts and pursues collection. Emphasis on vacation rental enforcement from on-line booking platforms.
Real Estate Transfer Tax
- Reviews and approves RETT applications, payments and exemptions. Reconciles RETT receipts to Pitkin County Clerk and Recorder records.
Customer Service
- Responds to internal and external tax related inquiries. Researches and resolves notices or issues as requested. Establishes and maintains cooperative and effective business relationship with applicable parties. Researches tax issues and collaborates with regional consumption tax groups. Maintains organizational guidelines for audit procedures, tax code interpretations, and tax policies. Communicates municipal tax code, including related State of Colorado regulations when applicable.

- Knowledge of current standards in GAAS (Generally Accepted Auditing Standards) and GAAP (Generally Accepted Accounting Principles).
- Knowledge of state and local laws relating to business licensing including the City of Aspen Tax Code.
- Knowledge of the principles and practices of municipal accounting. Including applicable state fiscal policies and regulations.
- Strong attention to detail skills, as well as strong finance mathematics skills.
- Knowledge of relevant laws, legal codes, court procedures, and state fiscal policies.
- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures.

Minimum Requirements:
Education: Bachelor’s Degree in Accounting, Business or related field.
Experience: Three years of professional accounting/auditing experience.
Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Email.
Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload.
Evenings/Weekends: Occasionally (monthly) will be required depending on department needs and special projects.
Work Environment:
- Indoors: Office environment.
- Outdoors/Off-Site: Meetings, trainings, and conferences at a variety of city facilities and areas.
Essential Physical Requirements:
- Lifting & Carrying: Occasionally up to 25 lbs. such as files, boxes, equipment, etc.
