Summary: Plans, oversees and directs all phases of construction projects; reads and interprets plans, proposals, specifications, and other documentation to prepare bid quotes; coordinates bonds, insurance, and subcontractors. May have direct reports, including, but not limited to, project engineers, estimators, and superintendents.
Responsibilities:
• Promote safety of all operations in assigned area; actively involved in continuously improving safety processes.
• Partner with management and supervisory team to effectively utilize all resources, including personnel in order to complete assigned construction projects.
• Compile and analyze data on all factors that influence project costs, including materials, labor, location, and equipment.
• Prepare forecasts to be used for management purposes such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.
• Prepare project-cost summaries, standard estimating forms (bids) and related contracts for submission.
• Prepare and maintain time-phase charts, subcontracts, purchase orders, and schedules.
• Prepare and execute DOT documents.
• Make decisions concerning equipment needs, sequence of operations, and required staffing.
• Maintain effective working relationships and effectively communicate with subcontractors and company business departments; support other department personnel as required.
• Participate in bid review meetings with owner or owner’s representatives, when required.
• Analyze completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies; provide improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs.
• Identify cost trends to assist management in cost reduction and process improvement efforts.
• Promote and facilitate employee training, mentoring, and development for assigned direct reports; address performance concerns as needed.
• Safely operate company vehicles and/or equipment.
Qualifications, Education, Skills and Experience:
• Bachelor’s degree in construction management, civil engineering or equivalent combination of education and work experience required.
• At least 3 years of experience managing construction projects with an emphasis on asphalt paving preferred.
• Background in heavy highway, municipal, and/or commercial construction preferred.
• HCSS, Microsoft Project, Bluebeam and/or similar program experience preferred.
• Proficiency in use of computers and mobile devices (Android/iOS), including MS Office programs required.
• Valid Driver’s License and clean driving history required.
Physical Requirements/Working Conditions:
• Regularly required to lift and /or move up to 50 pounds with or without assistance.
• Regularly required to use hands to finger, handle, or feel.
• Regularly required to communicate (talk and hear).
• Frequently required to stand; walk; sit; reach with hands and arms and stoop, kneel, crouch, or crawl.
• Frequent standing/working on feet for long periods, and walking across uneven terrain.
• Frequent Sitting at a desk working with a computer for long periods.
