Our Valdez Refinery was completed in 1993, the 60,000 barrel-per-day Petro Star
Valdez refinery produces jet fuel, JP-8, JP-5, marine diesel, heating fuel and turbine
fuel. It also has a 12,000-barrel/day distillate hydrotreater and associated process
units. It is one of only two in-state refineries that can produce ultra-low sulfur diesel
(ULSD). It is also the only refinery that simultaneously produces both #1 arctic grade
and #2 marine/highway ULSD year-round.

Title: Operations Director
JOB SUMMARY
The Operations Director is an exempt management position and reports directly to the Refinery Manager. The
Operations Director is directly accountable for supervision, development and performance management of the Refinery
Operations group. Normal work schedule will be a seven on and seven off rotation, primarily Day Shift. Refinery
operations may require a modified schedule to meet the needs of the operation.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
- Represents management’s goals and objectives. Oversee day to day operation of all process units onsite to meet volume
and yield goals as directed by the Refinery Manager. Directs Operators to ensure units, equipment and personnel onsite
operate safely and efficiently.
- Ensure all personnel adhere to established Health and Safety procedures and programs.
- Ensure Refinery remains in compliance with all applicable environmental regulations.
- Capable of operating all refinery units and as such is able to communicate and achieve consistent operating principles,
actions and process understanding between the different crews.
- Evaluate and outline technical training needs of Operators. Manage, develop, participate in, schedule and conduct
technical training programs to ensure their competence for required tasks within the refinery. Propose training, including
seminars and other tools required to maximize the knowledge and performance of the Operators.
- Evaluate and outline operational programs to improve and advance process safety management, operating procedures,
handouts, tests and program exercises. Direct and conduct classes on unit operations and equipment preventative
maintenance.
- Work with Refinery Manager to hold Operators accountable for successfully completing training and following procedures
they have been trained on.
- Assist Operators in troubleshooting unit problems as well as work with operators to optimize unit operations. When an
equipment limitation prevents further troubleshooting, clearly communicate it to the Refinery Manager and then work
with Maintenance and Engineering Departments to implement engineering solutions to drive continuous improvement.
- Responsible for maintaining certain components of the refineries Process Safety Management (PSM) program including
input on writing procedures, oversight of training on these procedures, and conducting Pre-Startup Safety Reviews
(PSSR’s). This also includes assistance and direction in the development of these components for new processes and
equipment onsite.
- Monitor staffing requirements and vacation schedule. Work closely with Human Resources as needed to maintain strong
employee relations.
- Collaborate with all four Lead Operators in developing lists for each unit identifying anticipated work to be performed
during yearly shutdown. Organize meetings with all Refinery groups to plan out detailed work lists of all work to be
performed during the shutdown. This includes working with vendors, and contractors to ultimately put together a realistic
timeline which is then presented to Refinery Manager. The timeline will include all cost estimates, manpower needed,
materials needed, and any other time sensitive information relevant to each task.
- Conduct yearly performance evaluations of each Lead Operator. Enroll the help of Human Resources for proper
compliance.
- Monitor TAPS activity and be ready to respond to any operational changes.
- Monitor and communicate with off-site power generators with regards to their operation.
EDUCATION and/or EXPERIENCE
Minimum B.A. degree or ten years of related experience and or training: or equivalent combination of education and
experience. Experience in refinery operations required.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements
listed below are representative of the knowledge, skill, and/or ability required.
- Min. 10 years’ industrial operations experience or 5 years of experience with a Technical Degree.
- Min. of 2 years’ direct management experience.
- Petrochemical/oil refinery experience required.
- Experience in PSM and Incident Command preferred.
- Direct management experience.
- Ability to effectively communicate to all levels in the organization.
- Excellent computer skills; Windows, MS Office (Word, Excel, Outlook, PowerPoint; etc.) Experience with SQL & Destiny
preferred.
Title: Mechanical Integrity Coordinator
JOB SUMMARY
The primary responsibility for this position will be to implement and maintain a program to ensure the integrity of
processes equipment systems such as controls, pumps, compressors, vessels, tanks, piping, safety systems, and
emergency systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop, review and manage the list of inspections due for facility.
- Develop, review and manage the list of non-conformances (NCR's) for the facility.
- Performs or oversees inspections and is responsible for the accuracy and maintenance of the RBMI equipment
inspection database and inspection history.
- Performs Risk Analysis and manage inspection plans.
- Participates in assigned unit updates and planning meetings to be aware of unit needs and priorities.
- Participates in the identification of end of life items and makes recommendations to the Plant Management.
- Provides technical expertise (Inspection Frequency, Type, and Requirements) to the Plant Management.
- Provides day-to-day and occasional off-hour inspection support to the facility.
- Completes compliance requirements, including compliance matrix, and other training for position, as required.
- Perform as the Car Seal Administrator
- Performs other related duties, as required.
EDUCATION and/or EXPERIENCE
Required:
- High School diploma or equivalent and minimum two (2) years higher education.
- Minimum eight (8) years inspection experience, with a minimum of four (4) years inspection experience in a refinery or
chemical plant.
- Knowledge of refinery process, piping, tank farm, truck loading, pipeline(s) and utilities.
- AutoCAD.
- Certifications for API-510, 570, and 653.
- Certifications for NDE Level 1.
- Knowledgeable in API 580 and 581 reporting requirements.
- Working knowledge of NDE techniques, i.e. radiography, ultrasonic, dye penetrate, sensitive leak testing.
- Working knowledge of welding processes, codes and welding metallurgy.
- Working knowledge of codes, standards and practices for inspecting and maintaining fixed stationary and rotating
equipment.
- An in depth understanding of the requirements under the OSHA PSM standard for Mechanical Integrity.
- Has strong computer and organizational skills

Title: E & I Lead
JOB SUMMARY
Refinery- E&I Lead is an hourly position that maintains, troubleshoots, repairs, and installs different types
of instrumentation and electrical equipment throughout the refinery. The E&I Lead functions in a team
environment and must also be able to work independently, as needed. Typical shifts are 4 days per week,
11 hours each day, but can vary based on needs; must be willing to work overtime, as well as be willing
to be on-call and meet call-out standards to respond to site responsibilities and emergencies. This is a
safety sensitive position. Candidates must demonstrate personal commitment to incident and injury free
operations with a proven track record in safety and reliability. Must work outside in inclement weather in
compact and tight spaces. E&I Lead reports directly to the Maintenance Manager. The E&I Lead is directly
accountable for supervision, development, and performance management of E&I technicians.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
Troubleshoot, perform and document maintenance, calibrate, install, fault diagnosis and repair of electronic,
mechanical and pneumatic instruments and systems.
Troubleshoot, perform and document maintenance, calibrate, install, fault diagnosis and repair of solid state and
microprocessor based control equipment including plant communications equipment, distributed control system
(DCS), programmable logic controllers (PLC) and burner management systems.
Perform EPA/ADEC required analytical system audits and have working knowledge of the rules and regulations
regarding Continuous Emission Monitoring Systems (CEMS).
Maintain DeltaV/AMS DCS systems at a high level of operability and reliability.
Calibrate, document and repair O2, H2S, S02 and Sulfur Analyzers.
Troubleshoot, perform and document maintenance, calibrate, install, fault diagnosis and repair of:
o Transmitters of all types – Pressure, Temperature, DP Level, Guided Wave Radar, Flow, etc. using HART,
Analog, and Foundation Fieldbus Protocols
o Control valves of all types including pneumatic transducers
o 480V Switchgear and Motor Control Centers Wiring
o Variable Frequency Drives (VFD)
Responsible for testing and calibration of monitoring equipment and safety systems. Certify fire and gas alarm
systems.
Supervise E&I technicians and outside contractors.
Other duties as assigned.
EDUCATION and/or EXPERIENCE
High school diploma or equivalent.
Associates Degree or equivalent experience in Instrument Technology (ISA CCST Preferred).
Preferred proficiency with Distributed Control System (DCS), programming and troubleshooting programmable logic
controls (PLC), control software and human-machine interface systems.
Must have knowledge and experience in utilization of National Electrical Code, electrical testing and instrument
calibration. (NEC, Class 1, and Div. 1 & 2)
Solid knowledge of basic math skills; moderate computer skills with MS Word, MS Excel, MS Outlook, CMMS, time
entry, etc.
Must have knowledge and experience in SIS Testing Procedures.
Must have working knowledge of the rules and regulations regarding Continuous Emission Monitoring Systems
(CEMS).
Must be able to work independently.
Experience using a Computerized Maintenance Management System (CMMS).
Alaska driver’s license. As an employee, you may be required to drive company vehicles. No CDL required.
State of Alaska Electrical License or the ability to acquire within first 90 days of employment
Title: Process Engineer
JOB SUMMARY
The Process Engineer is accountable for a board range of responsibilities including daily support for Operations, Process
Monitoring and Optimization, and leadership in process safety and environmental compliance activities. The focus of
this position is to support the operations (24/7) organization with prompt troubleshooting and optimization support
through all facets of operation. The primary goal for the Process Engineer is to support unit operation to create the
optimum value from the complex assets in a safe and compliant manner
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
- Monitors pumps, heaters, vessels, valves, flow meters, exchangers, etc.
- Monitors Refinery critical equipment that has to do with daily efficiencies and help maximize operations
profitability.
- Help trouble shoot refinery upsets and contribute to the cause and effect.
- Assists in gather information for MOC’s for feasibility and completeness.
- Assists with compliance of all applicable Federal, State and refinery permitting and reporting as it relates to plant
site.
- Assists with document distribution and filing for capital projects and MOC’s.
- Assists with reporting requirements for the safe and legal disposal of all substance deemed hazardous waste.
- Reports any unsafe or questionable conditions.
- Implements special projects, tasks or duties.
EDUCATION and/or EXPERIENCE
Education:
- S. Degree in Engineering in a related field of Refining, Chemical Petroleum, or other related technical degree from accredited
university.
Alternatively, Associate Degree in technical field that relates refinery operations and field experience in construction or
operation.
Experience:
Minimum five years’ work experience in same or related position.
