Description
This position is open alongside Water/Wastewater Specialist I and Senior to provide qualified individuals the ability to apply to a position best suited to their qualifications . Only one position will be filled.
Under general supervision, is responsible for the maintenance, repair, and monitoring of water and wastewater plant operations and distribution for the assigned area and performs related work as required.
DISTINGUISHING CHARACTERISTICS:
This is the journey level position within the Water/Wastewater Specialist series. Employees are fully competent to independently perform the full range of duties. Employees within this class are distinguished from the Water/Wastewater Specialist I class by the performance of the full range of duties assigned, and the independence with which employees are expected to perform and including all other duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the organization.

- Controls and monitors mechanical devices used to treat wastewater and related sludges, both manually and through the use of the Supervisory Control and Data Acquisition (SCADA) and computer control systems.
- Controls and monitors water distribution and treatment, both manually and through the use of SCADA and computer control systems.
- Monitors, both manually and through the use of the SCADA system, unit process variables and initiates change as determined through calculations, test procedures, and independent judgment to achieve operational goals; calculates chemical dosage for water treatment.
- Inspects and evaluates water and wastewater processing; determines computer set points to maintain operating parameters necessary to ensure compliance with federal and state regulations and standards for the discharge permit; obtains and interprets laboratory and process data and recommends adjustments to, or adjusts plant processes accordingly.
- Records production and water flow on a daily basis; maintains the accuracy of the reclaimed water system; maintains well and equipment logs; keeps various records of water and sewer plant operations.
- Inspects all pumps, bar screen and related equipment, grit chambers, digesters and heaters, trickling filters, and primary and secondary basins on a daily basis and records all vital information on production totals.
- Obtains water samples for organic or chemical analysis from various locations; locates water and distribution service lines.
- Investigates all components of water and wastewater operations such as plumbing, electrical, and chemical.
- Ensures the accuracy and proper functioning of the treatment plant and ensures Environmental Protection Agency operating standards are met or exceeded.
- Installs, repairs, and reads water meters; cleans and lubricates pumps and other production equipment as needed.
- Engages in public contact with customers and related field personnel.
- Operates and programs telemetry system.
- Operate a variety of light, medium and heavy equipment.

Typical Qualifications
Knowledge, Skills, and Abilities: (KSAs are the attributes required to perform a job; generally demonstrated through qualifying experience, education, or training.)
Knowledge of:
- Operations, services, and activities of a wastewater treatment program a water treatment program and a water distribution system;
- Methods and techniques of pump regulation;
- Methods, materials, and procedures used in inspection, repair and maintenance of water systems;
- Chlorine formulas and testing techniques;
- Occupational hazards and standard safety practices;
- Operational characteristics of pump equipment;
- Pump capabilities to regulate water flow;
- Chemical and chemical feeders;
- Proper use of Personal Protective Equipment (PPE);
- Principles of hydraulics;
- Mathematical calculations;
- Current computer hardware and common applications at an intermediate level, such as word processing, spreadsheet, and database; and
- Pertinent federal, state and local laws, codes and regulations.
Ability to:
- Operate a variety of pumping equipment in a safe and effective manner;
- Monitor and control wastewater treatment plant functions through the use of the SCADA and complex computer control systems;
- Learn the principles and regulations of the treatment and distribution of reuse water;
- Perform less complex wastewater treatment operations;
- Recognize improper pump operation through visual or auditory inspection;
- Perform preventive and corrective maintenance on facility equipment;
- Calculate chemical needs of water and wastewater based on analysis results;
- Read and write English at a level necessary to perform essential functions;
- Prepare clear and concise reports;
- Work in confined spaces wearing a breathing apparatus;
- Understand and follow oral and written instructions; and
- Communicate clearly and concisely, both orally and in writing
Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
Possession of a high school diploma or equivalency and two years of experience in water distribution, water treatment and wastewater treatment.
