Invitation for Bid Labor for removal and installation of new tin roofing
The Duck Valley Housing Authority (DVHA) is seeking bids for Labor and installation of new Tin Roofing the removal of shingles on 12 rental units located on the Duck Valley Indian Reservation. The scope of work will consist of removing the existing shingles, replace roof sheeting (5/8), installation of soffit material, facia, and felt paper. Each house should be checked for dry rot, which must be torn out and replaced. Vendors will be required to do an pre-bid on site to review the units in preparation for their bids.
Indian Preference: Firms claiming Indian Preference must submit proof of enrollment with an Indian tribe as defined in the Native American Housing Assistance and Self Determination Act
HASDA) of 1996 and provide proof of at least 51% Indian ownership of their firm
Davis-Bacon wage requirements: Federal funds are being used to fund this contract. Davis Bacon wage rates shall apply for this work as well as other applicable federal laws including but not limited to the provisions of the Native American Housing Assistance and Self-Determination Act (NAHASDA) 25 U.S.C. 4101, et seq.

In accordance with Section 3 of the Housing and Urban Development Act of 1968 and the implementing regulations at 24 CFR part 135, the Contractor will make best efforts, consistent with federal and tribal laws and regulations (including Section 7(b) of the Indian Self Determination and Education Assistance Act), to give low-and very low income persons the training and employment opportunities generated by Section 3 covered assistance and to give qualified business concerns the contracting opportunities generated by Section 3 covered assistance.

All sealed bids are due no later than July 9, 2019 2:00 pm at which the sealed bids will be opened a read aloud. The low bidder will be notified by July 12, 2019 as to be awarded a contract for this project. All bids must be in a sealed envelope and marked "Do Not Open Bid Enclosed".
