This position provides technical program support and program management of the City’s Public Works Department’s Supervisory Control and Data Acquisition (SCADA) System, as well as other related application software systems and hardware. This position leads the planning, deployment, administration, and support of the Department’s SCADA system. Serves as the program administrator of the Department’s SCADA systems and Master Plans. Provides supervisory oversight to staff responsible for SCADA system instrument and programming operation and maintenance. This position provides design input and performs review for all capital projects assessing all SCADA, HMIs, PLCs (programmable logic controllers), and instrumentation impacts of projects, and coordinates the incorporation of needed design standards. Responsible to provide a secure, robust, reliable, redundant, and scalable SCADA system for the Department.
The position performs skilled SCADA & HMI (human machine interface) programming and technical work in the installation, alteration, maintenance, and repair of the SCADA system, screens, equipment, and related components. The incumbent is responsible for configuring and programming automation and controls systems involving HMI, SCADA systems and instrumentation (4-20 signals, scaling). Collaborates with IT on system and network communications (including radio, cellular and TCP/IP networking), The incumbent is responsible for supervising, completing, and coordinating in-depth and timely troubleshooting and repairs of SCADA system components (HMI screens, control logic, alarming, and instrumentation strategies and projects, etc.) working with various operational staff. The incumbent is responsible for ensuring historical data collection and retention required by regulatory permits. The SCADA System Administrator works under minimal supervision under the Deputy Director of Utility Operations.
