Job Summary:
The Facilities Project Manager manages all phases of project development for all manner of size and complexity of construction and facility improvement projects. This includes providing technical support and services related to planning, design, construction management, and inspection for a variety of City owned building and facility projects. Work assignments are usually broad in scope involving the application of skills and knowledge in connection with civil engineering, specification development, mapping, surveying, design, construction management, and construction inspection. Work is performed under the supervision of the Business Division Manager and requires independent judgment and initiative.
Essential Duties & Responsibilities:
Project Management - Design
Establish design goals and project milestones for capital projects;
Develop plans, specifications, and estimates for capital construction projects either in-house or through design consultants;
Work with consultants to develop scopes of work for professional services;
Work with Purchasing to procure contracts for professional services and construction of finished designs;
Administer professional service contracts for design work or equipment procurement from preliminary design through construction;
Oversee preparation of conceptual plans, detailed plans, specifications, and estimates for City construction projects;
Provide evaluations and recommendations regarding designs and cost proposals for City projects prepared by consultants or in-house technicians and engineers;
Coordinate with internal departments and divisions to assure customer, stakeholder, department, and public needs are met;
Coordinate with private property owners to provide information regarding projects, secure easements, or address other issues;
Identify necessary changes in scope, prepares and authorizes change orders within policy requirements;
Review construction plans, specifications and reports provided by consultants or by in-house technicians and engineers to determine conformance to applicable city, county, state, and federal laws and regulations;
Project Management - Construction Administration
Coordinate with selected contractors to prepare for project construction;
Issue Notices to Proceed;
Schedule, coordinate, and lead pre-construction meetings;
Review contractor submittals and coordinates with design consultants to ensure adherence to contract specifications;
Review, approve, and process project pay estimates;
Use professional judgment and understanding of contract documents to resolve contract issues during construction;
Determine appropriate contract changes needed and processes changes requiring additional funding through Purchasing;
Communicate with stakeholders and coordinates other City work activities related to project construction;
Manage contract performance for duration of the project.
Technical Support
Provide guidance and direction on routine technical questions during design and construction to engineering consultants, contractors, and operations staff;
Assist in preparing bid materials, defining scope of work and related information necessary for Request for Qualifications (RFQ), Request for Proposals (RFP), and responding to questions concerning the project and/or contracts;
Coordinate with external agencies such as Army Corps of Engineers, Nampa & Meridian and Settlers Irrigation Districts, Ada County Highway District, Idaho Transportation Department, and the Idaho Department of Environmental Quality to secure permits or agreements needed and to ensure that project meets agency requirements;
Coordinate Erosion and Sediment Control or Storm water Pollution Prevention Plan submittals and Notices of Intent with contractors, City Surface Water Administrator, City Inspectors, Ada County Highway District, Idaho Department of Environmental Quality and the Environmental Protection Agency;
Assist with preparing management and council reports;
Perform sedentary work in office environment as well as manual work associated with field duties in sometimes-inclement weather conditions;
Perform other City Facilities work as directed to accomplish goals of the department;
Coordinate and effectively work with other local, state and federal agencies;
Effectively work with developers, their engineering and architectural consultants, planners, contractors and builders;
Provide contact with the public, attend evening meetings and be “on call” for emergencies.
Job Specifications:
Requires an Associate’s degree in civil engineering, construction management, or a closely related field, and/or the equivalent of 5-10 years’ work experience in development and construction of buildings or improvements to facilities;
Bachelor’s degree in Civil Engineering or Construction Management preferred.
Four (4) years of progressively responsible experience related to design, review, and management of civil engineering or construction projects;
Knowledge, Skills & Abilities:
Interpret, understand, and develop engineering plans and specifications;
Technical research and analysis of engineering and mathematical problems;
City Ordinances and Human Resources policies;
Construction management practices;
Contract administration and project management;
Proficiency with the Microsoft Suite of programs including Microsoft Project;
Knowledge of applicable local, state and federal rules for construction;
Knowledge of practices and materials used in the construction of facilities projects preferred;
Knowledge of project management principles preferred;
Good technical writing skills;
Knowledge of ADA compliance rules and regulations;
Legal descriptions of land parcels;
State & Local Building Codes;
International Building Codes;
Ability to foster a team environment and be open to input from others;
Exhibit and promote strong customer service skills;
Communicate clearly and concisely both orally and in writing;
Communication and discussion between stakeholders to define problems and develop solutions;
Adapt approved engineering methods and standards to the design and construction of a variety of public works projects, and assist in solving engineering problems;
Knowledge of and ability to work using computer aided drafting, and GIS software;
Ability to establish and maintain effective working relationships;
Ability to interpret maps, charts, and engineering drawings in order to capture relevant data;
Knowledge of and ability to perform field inspections of construction projects;
Ability to work effectively with numerous projects, simultaneously and under time constraints;
Licensing and Certifications:
Must hold a valid State of Idaho driver’s license and possess a safe driving record;
Certified Professional in Erosion and Sediment Control (CPESC) within twelve (12) months of employment;
Obtain 1 or more within eighteen (18) months of employment:
Project Management Professional (PMP) ;
Certified Construction Manager (CCM);
LEED Accredited Professional.
Work Environment & Physical Demands:
Work is performed primarily in an office environment with moderate noise levels. But while performing certain duties, the employee may work near moving mechanical parts in both inside and outside weather conditions;
There is potential for exposure to biological hazards while performing the duties of this position;
Requires sitting at a desk for up to eight (8) hours;
Requires clarity of speech and hearing which permits the employee to communicate effectively;
Requires clear vision to read printed materials and computer screens to accomplish work;
Requires repetitive movement of the wrists, hand and/or fingers;
Requires driving a motor vehicle;
Occasionally requires field work at construction sites.
Travel Requirements:
Local travel is frequently required;
Regional Travel may be required.
