Job Summary:
Supports processing of police crime reports in Analytical Services by performing a variety of tasks for the department with a focus on National Incident Based Reporting (NIBRS) federal regulations to classify crimes into the records management system, processing court adjudications, and providing administrative research and support utilizing NCIC/ILETS, RMS, and related software systems.
This is an entry level position in crime analysis processes police crime reports according to the NIBRS federal regulations, policies, and procedures. Read and interpret crime reports which include city, state and federal statutes as well as the FBI guidelines to classify the events. Duties include reviewing crime information to determine which policies or statutes are relevant or apply and identify who has jurisdiction, then entering data for FBI NIBRS reporting purposes. Process court adjudications by gathering and providing information that is necessary to determine and process the case status. Coordinate with various divisions, outside agencies, and the City of Boise and Ada County Prosecutors Offices to make final determination. Complete and update cases through this research and report to NIBRS. Provides administrative research and technical support to internal police staff by determining information needed utilizing NCIC/ILETS, RMS, ITS, CAD, and related software systems to conduct research on people, places, vehicles, etc. Assistance is available from a Senior and/or Lead Crime Analyst. Performs related work as required.
Essential Duties & Responsibilities:
Collects, analyzes, evaluates, and enters data related to crime in Meridian;
Reads and interprets crime reports using city, state and federal statues to classify the events to FBI guidelines;
Classifies and updates police report data according to the NIBRS federal regulations, policy, and procedures;
Prepares the Law Enforcement Officer Killed and Assaulted (LEOKA) and Hate/Bias reports;
Enters, updates, purges, and validates various data in the ILETS/NCIC system according to governing regulations, policies, and procedures;
Confers with departmental personnel to report on findings and trends;
Prepares, maintains, and updates reports into the appropriate format for various users;
Checks for accuracy, timeliness, and security of entries through system/data audits for quality assurance;
Any other duties or responsibilities as may be assigned.
Job Specifications:
High school diploma or equivalent, plus one (1) year previous experience in local government in the area of law enforcement or similar area; or practical experience in data collection and computer operations;
Must demonstrate a functional knowledge of the following computer programs: Microsoft Word and Excel;
Must successfully pass the basic and advanced NCIC tests within six (6) months of hire;
Must successfully complete a six (6) month Introductory Period of Employment (from date of hire);
At least one (1) year prior experience in an office environment;
Familiarity with the dynamics of the criminal justice system and law enforcement in particular;
Familiarity with the National Incident Based Reporting System (NIBRS), the Uniform Crime Reporting System (UCR), the National Crime Victimization Survey, and the Idaho Crime Victimization Survey.
Knowledge, Skills & Abilities:
Demonstrated and documented knowledge of computer operations related to word processing, spreadsheets, (i.e. Word or Word Perfect, Excel, Access, Power Point);
Ability to effectively communicate verbally and in writing;
Ability to operate office equipment: ten key or calculator, fax machine, copy machine, multi-line telephones, type 40 WPM, etc;
Ability to produce reports and document data in a demonstrative manner within mixed applications or in varied media in an understandable way for multiple customers, internal and external;
Ability to demonstrate motivation, initiative, dependability, and cooperative interpersonal skills;
Ability to work as a team player;
Must display an attitude of cooperation and the ability to work well with others;
Integrity, in the performance of assigned tasks;

Work Environment and Physical Demands:
Work is performed primarily in an office environment with moderate noise level;
The employee in this class is frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions;
Constantly requires sitting at a desk for long hours up to ten (10) hours and the ability to lift up to ten (10) pounds;
Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;
Constantly requires the repetitive movement of the wrists, hands, and/ or fingers;
Constantly requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
Travel Requirements:
Local travel is occasionally required;
Some in state and out of state travel may be required for training.
