Hiring Salary: $3,482.27 - $4,447.74 per month, DOE

Job Summary: Responsible for supervising Code Enforcement personnel and coordinating all activities related to the enforcement of applicable City ordinances. Also, performs liaison function between the police, planning and public works departments. Performs work and reviews the work of subordinates in relation to: field inspections concerning ordinance violation complaints; works with owners to inform them of requirements and to gain compliance; interviews witnesses, takes photos and documents findings and activities; maintains data base of prior complaints, site visits and actions taken; prepares case files and provides complete documentation to support citations, legal pleadings and/or revocation of permits and/or licenses; may testify in court.
Essential Duties & Responsibilities:
Functions as and has responsibilities for overseeing and supervising day-to-day field operations, scheduling and performance of Code Enforcement Officers;
Reviews reports submitted by Code Enforcement personnel;
Conducts performance coaching, mentoring and makes recommendations for hiring, disciplinary or meritorious actions of assigned subordinates;
Functions as a member of the department’s supervisory team;
Ensures that complaints from citizens about City code violations are investigated and brought to a resolution;
Investigates complaints from the public involving the actions of a Code Enforcement Officer;
Evaluates program effectiveness and implements changes as appropriate;
Communicates with other members of the Police and Planning departments to help facilitate a coordinated effort to provide better community service;
Reports directly to the Community Services Division Lieutenant on a regular basis with all matters concerning Code Enforcement Officers and updates on code violation issues;
Supervises and participates in the investigation of possible code violations;
Oversees the training and assignments of all Code Enforcement Officers of the Meridian Police Department;
Reviews timecards and conducts employee performance evaluations;
Must be able to perform the essential functions of a Code Enforcement Officer;
Performs other duties as assigned or needed;
Carries a caseload as needed.
Job Specifications:
Recommended degree in Criminal Justice, Public Administration, Business Administration, Social Services, Science, Technology, or a closely related field;
Must adhere to the law enforcement code and canon of ethics;
Willing to enforce and abide by the provisions of the Idaho and United States Constitutions and the duly enacted laws of each, as well as the ordinances of the City of Meridian;
No felony convictions;
No drug use in last five (5) years;
No misdemeanor or convictions within the last five (5) years;
Work history in Building Codes, City Ordinances preferred; supplemented by four (4) years responsible experience in code inspection, planning, zoning or related field, and demonstrated leadership skills; or an equivalent combination of education, training, and experience;
Having additional training in public speaking, writing and fields that relate to ‘Code Enforcement’ is desirable;
Two (2) year’s work history of supervision in a City, County or State Government or equivalent supervision in private industry;
Must have a valid driver’s license.
Knowledge, Skills & Abilities:
Computer Skills – Accela, GIS, Microsoft Word, Excel, PowerPoint, Outlook, ArcView Reader, Outlook, email & using smart phones for all types of communications and documentation;
Technical Writing;
Interviews/Surveillance;
Site Inspection;
Working knowledge of Criminal and Civil Codes – with an emphasis on local ordinances for abandoned/junk vehicles and property, land-use, permitting and enforcement actions related to such;
Ability to read and interpret site plans and plats;
Ability to solve complex problems using resources across all City Departments, Divisions and Units;
Work history of supervising teams successfully;
Must be able to perform the essential functions of a Code Enforcement Officer;
Must have supervisory experience or equivalent combination of experience, education or training related to the above functions outlined for the position;
Must be capable of multi-tasking, setting priorities, meeting deadlines, delegating assignments, distributing workloads and leading by example;
Requires demonstrated ability to effectively communicate verbally and in writing;
Requires a demonstrated ability to solve problems;
Ability to work without supervision;
Ability to train, get along with and develop cohesive relationships between co-workers, department administration and the general public;
Must display an attitude of cooperation.
Certifications/Licenses:
Valid driver’s license.
Work Environment and Physical Demands:
While performing the essential functions of this job, the incumbent is frequently required to lift, move or carry objects up to 25 pounds; utilize feet and legs or hands and arms; maintain body equilibrium to prevent falling when walking, standing, crouching, or navigating surfaces; bend body downward and forward by bending spine and legs; move about on hands and knees or hands and feet; use hands and fingers to handle or feel objects; and to reach with hands and arms;
While performing the essential functions of this position the employee may be exposed to fumes, odors, airborne particles, toxic or caustic substances, excessive noise, temperature extremes, vehicular traffic, dampness/humidity, confrontational persons, animals, and various forms of wildlife during abatements;
Work is performed mostly in field settings. Considerable outdoor work is performed in all types of weather and is required in the inspection of various land uses and other matters;
Hand-eye coordination is necessary to operate computers and various pieces of office equipment;
Supervisory responsibilities and decisions may increase relative stress when responding to citizen complaints that involve subordinates, or when involved in counseling, critiquing, or discussing evaluations with subordinates.
Travel Requirements:
Local travel is occasionally required;
Some in State and out of State travel may be required for training;
