General Statement of Duties
Performs a variety of technical and operational duties relating to citywide information technology and telecommunications systems; performs related work as required.
Classification Summary
The primary function of an employee in this class is to provide for the day to day operation of the City's information technology systems and needs, including the implementation and integration of system and technology initiatives necessary to achieve organizational goals. The work is performed under the direct supervision of the Information Systems Manager, although some latitude is allowed for independent judgment and initiative. The principal duties of the position are performed in a general office environment.

Essential Duties and Responsibilities
- Implements policies, practices and projects to maintain the confidentiality, integrity and availability of information necessary for the functions of City government;
- Operates and maintains City information technology systems including security infrastructure, server hardware and virtualization platforms, software, data storage, network equipment, telecommunications, digital phone systems, and data backup;
- Performs installation, configuration, maintenance, troubleshooting, and repair duties on LAN/WAN systems, personal computers, network equipment, infrastructure, physical and virtualized servers, telecommunications equipment, and a variety of peripherals
- Designs and implements complex information technology projects such as LAN/WAN network infrastructure, security architecture, campus and/or third-party telecom systems, datacenter infrastructure and services;
- Implements and maintains security systems and procedures, performs data backup and storage, assesses and counters system threats, and designs and implements disaster recovery procedures;
- Identifies needs, evaluates new technology and recommends purchases of information systems equipment, services and software;
- Assists with design and maintenance of the City’s web presence;
- Provides helpdesk support and training to City employees;
- Maintains inventory of computer hardware and software;
- Assists in the development of budgets, policies and procedures needed for purchasing, operating, and security of the City’s information systems;
- Schedules daily activities, coordinates with City staff, to meet end-user needs;
- Performs all work duties and activities in accordance with City policies, procedures, and safety practices.
Other Duties and Responsibilities
- Occasionally available outside regular work hours to respond to emergency situations;
- Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of:
- Implementation, operation, management, and maintenance of computer information systems, networks, server platforms, databases, systems design, hardware, digital phone systems, and software;
- Computer operation, installation, maintenance, repair, and troubleshooting skills;
- Web page design and maintenance;
- Municipal budget principles and procedures.
Ability to:
- Follow written and oral instructions;
- Plan and implement a broad range of technology projects;
- Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
- Communicate effectively both verbally and in writing;
- Plan, organize, manage, operate, and troubleshoot enterprise information systems;
- Operate hand and power tools, electronic testing equipment, and related specialized computer installation, maintenance, and repair equipment;
- Successfully complete training programs, courses and certifications appropriate to the departments’ mission and operations;
- Prepare technical reports;
- Maintain confidentiality of City records;
- Establish working relationships with supervisors, the public, vendors, and other City employees;
- Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
- Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner;
- Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Acceptable Experience and Training
- Associate degree in computer science, bachelor’s degree preferred; and,
- Minimum of four (4) years of experience in enterprise network administration, or related experience;
- Recent certifications, training and operational experience in information security, server virtualization, VoIP telephony, and Microsoft server platforms are desirable; or
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Essential Physical Abilities
